A scheduled task should not disappear during a reboot after it has been created. Are you running some sort of security software that is watching the tasks? I also had Unchecky that I have uninstalled who was running from the start. Could it be that because i created a scheduled task of synchronizing the time every day that the system deletes the Neutron task?

You can always use the other method of placing a shortcut for Neutron in your Startup folder if the task is giving you so much trouble.
